Planning and Preparedness?
Bioterrorism planning and preparedness refers to a spectrum of activities
undertaken with the goal of:
- Reducing the vulnerability of people to a bioterrorist act;
- Developing critical emergency response and public health infrastructure
to respond to a bioterrorist act;
- Quickly detecting a bioterrorist act;
- Effectively responding to a bioterrorist act through patient treatment
and mass distribution of preventive vaccines and medication;
- Controlling a disease outbreak and preventing further infection;
and
- Recovering from a bioterrorist act.
Organization of Planning
Bioterrorism planning and preparedness involves 3 key planning groups.
First, planning is coordinated and directed on a Federal level by the
Center for Disease Control and Prevention (CDC). The CDC coordinates state
bioterrorism planning with each State Department of Health. In turn, each
State Department of Health coordinates local-level planning with the County
Public Health Departments.
