Building a road is not easy! It is done in distinct steps.
1. Acquire the proper Right-of-Way (ROW). In those cases where the road must be
widened, the County must acquire Right-of-Way. Failure to get the proper ROW from
county citizens might require delay the project significantly.
2. Subgrade processing - Prepare the subgrade or the basement of the road.
The roadbed must be graded smooth and level and the drainage
on either side of the road has to be prepared. Culverts must be installed and/or
replaced.
3. Flexbase processing - Tons of flexbase (a special mixture of rock, gravel and dirt)
is dumped on the road and is leveled, smoothed, hardened and made ready for
the next step. This is what the asphalt sits upon and it must be made hard and level.
4. Asphalt laydown - The asphalt is applied upon the newly prepared roadbed.
Roads on this list will be upgraded to asphalt ONLY if the county
can obtain the required right-of-way easement from the adjoining
landowners.
