  • Public Works Restarts Asphalt Program After Completing 2007 Rain Damage Repairs
    Jon Kleinheksel, Collin County Public Works Director, has announced the restart of the "50 Miles Per Year Asphalt Program" in light of the completion of repairs to county roads and infrastructure caused by last year's severe storms.

    Since the damaging floods of spring and summer 2007, Public Works' Road and Bridge Division resources have focused on the significant number of rain repairs required around the county, thereby temporarily delaying the asphalt program.

    The overview of 2007 storm damage repairs is as follows:
    • Summary Costs:Total Man Hours (11,800): $265,000
    • Equipment Expenditures: $254,000
    • Material Expenditures: $826,000
    • Total Expenditures: $1,345,000
    • Initial Cleanup (Debris Removed): 370 tons
    • Drainage Structures Repaired (culverts, drop inlets, drainage ditches etc.): 67
    Soil Conservation Structures:
    • Hours inspecting/documenting/photographing: 200
    • Hours repairing: 15
    Road Repair - Rock Roads:
    • Re-graded: 275 miles
    • Hauled/placed/graded: 8,700 tons flex-base over 13.25 miles
    • Hauled/placed/graded/compacted: 2,500 tons of dirt fill
    Road Repair - Asphalt Roads:
    • Re-surfaced: 42.1 miles
    • Asphalt used: 15,700 tons
    • Pot holes/surface failures patched with hot mixed asphalt concrete (HMAC): 275 tons
    • HMAC overlaid: 35.537 miles
    • Major surface overlays with HMAC, recycled asphalt and/or asphalt millings: 15,400 tons
    • Roads in subdivisions micro-surfaced: 6.6 miles

    The Federal Emergency Management Administration (FEMA) conducted a review of flood damage documentation and repairs and determined a total reimbursable amount of approximately $780,000, of which the county is eligible for 75% of the total plus a 1% administration fee. The resulting total reimbursement for the county from FEMA will be approximately $590,000.

    The objective of the "50 Miles Per Year Asphalt Program" is to pave every mile of county road within ten years. So far, 150 of 475 miles have been completed, with an expected completion date sometime in 2013-14.

Equipment Services

Equipment Services' mission is to provide cost-effective and timely service to all County departments in maintaining and repairing the vehicles and equipment in Collin County's fleet. In addition, we provide substantive information to County departments relating to fleet replacement.
We are active participants in the Clean Cities Technical Coalition, helping to promote clean air in Collin County by using clean emission vehicles.

Trash Collection

IMPORTANT NOTICE! OUR TRASH COLLECTION POLICY HAS CHANGED!

The new collection site located at 7934 North Highway 121 in Melissa has replaced the former collection sites. Collection days are conducted on the first Saturday of each month. Hours of operation are 8.00 am until 3pm. During these one-day events, the disposal of debris will be free for Collin County residents, but proof of residency, such as a driver's license or utility bill will be required. Please refer to the Trash Collection page for more information and for a list of items acceptable for collection at the site. Also, make certain that the items are secured underneath a tarp before entering the site.

Recycling Program

Collin County began its first recycling program on December 4th, 2004. With a grant issued by the North Central Texas Council of Governments through funding from the Texas Commission on Environmental Quality, Collin County has placed recycling containers in five locations. Please refer to the Recycling Program page for the list of locations and items accepted for recycling.
