Purchasing Agent

The Purchasing Agent is an appointed official with a two-year term. The Purchasing Agent, in accordance with state statutes, is appointed and reports to a five member Purchasing Board consisting of three District Judges and two County Commissioners. Effective October 1, 2012, Michalyn Rains holds the office as the Purchasing Agent for Collin County. Ms. Rains has twenty-two years (22) years’ experience in county government and holds her certifications as a CPPO (Certified Public Purchasing Official) and CPPB (Certified Public Purchasing Buyer).

The Purchasing Agent of Collin County directs a fifteen member centralized county purchasing division and is charged with the responsibility for all contracting and for the purchase of all supplies, materials, equipment for county use. In addition, the Purchasing Agent maintains surplus property and conducts public auctions for the disposition of county salvage and surplus by order of the Commissioners Court.
