Our Mission

The Collin County Purchasing Department provides a unified purchasing system that ensures integrity and fairness, with centralized responsibility for oversight of solicitation, vendor selection, negotiation, award, contract management, reporting, and disposal of surplus property for the benefit of Collin County agencies.

The department is dedicated to providing and managing for our agencies the most effective and efficient procurement processes and procedures for the acquisition of quality goods and services in support of Collin County's mission and goals. Our focus is to provide the best possible quality goods and services, at the best value, to the citizens of Collin County while providing qualified suppliers with open and fair competition for County business.


Professional Affiliations

In order to do the best possible job for the citizens of Collin County, Texas, an exchange of ideas and techniques related to purchasing, administration, and management is essential. Therefore, we hold membership in NIGP, The Institute for Public Procurement (NIGP), the National Purchasing Institute (NPI), the Dallas Fort Worth Metroplex Chapter of NIGP (DFW NIGP), and the Public Purchasing Association of North Central Texas (PPANCT). We are proud to announce that the Collin County Purchasing Department has received the prestigious NPI Excellence in Procurement Award for the past 19 years, 2003-2021.

We are always ready and willing to help. If you have a product or service to sell, please e-mail Office hours for salespeople wanting to see the Purchasing Agent or staff are by appointment only between the hours of 8:00 a.m. and 5:00 p.m. This office is closed on weekends and legal holidays.

It will be appreciated if you will make this Department the first point of contact when presenting your products to Collin County. Because of the nature of your product, it may be desirable to put you in contact with the departments which use or may use such materials. Many of these departments are spread throughout the County, so your initial contact with us is important.


Excellence in Purchasing for 19 Years Running

The Collin County Purchasing Department is the recipient of the 2021 Achievement of Excellence in Procurement Award. Collin County is one of only 38 Counties in the United States and Canada to receive the award. Collin County has received the award for nineteen (19) consecutive years.
