With American Rescue Plan Act relief funds, the Commissioners Court voted for:
Specific county infrastructure projects that support public health and mitigate the spread of COVID-19. These projects represent a holistic public health approach to supporting high-risk individuals across the entire county by building community capacity, while also serving people with barriers to services, including people of color, people with low incomes, limited English proficiency populations and other traditionally underserved groups. Emergency Rental Assistance
Collin County received
$17,440,494.80 of direct federal funding for the Emergency Rental Assistance Program (ERAP).
Plano and
Frisco also received funds directly from the U.S. Treasury Department. Collin County funded programs, which included inter-local agreements for programs run by
Allen and
McKinney, expended
$15 million to qualified applicants and for administration costs over the course of the program.
Homeowner Assistance Fund
The
Texas Homeowners Assistance Fund Program (TXHAF) provides financial assistance to qualified Texas homeowners who have fallen behind on their mortgage and related expenses due to the COVID-19 pandemic. TXHAF is administered by the Texas Department of Housing and Community Affairs (TDHCA) with $842.2 million in funds provided by the Homeowner Assistance Fund under the American Rescue Plan Act of 2021. Final reports on the Small Business Grant Program (Jan, 25, 2021)
On Aug. 24, 2020, The
Commissioners Court approved the Collin CARES Small Business Grant Program, setting aside $15 million of CARES Act funds for businesses physically operating within Collin County, exclusive of the City of Dallas.
Up to a $25,000 grant was awarded for eligible businesses that experienced a gross revenue loss of greater than 15% due to the COVID-19 pandemic. Eligible businesses received up to $5,000 unless documentation was provided showing actual incurred costs of up to the $25,000 maximum. These grants are taxable.Online applications closed on Sept. 25, 2020: The appeals process for remaining grants is complete. The final listings of approved recipients were approved in
Commissioners Court on Dec. 14 and Dec. 21.
