​City of Garland Power & Light, has applied to the Texas Commission on Environmental Quality (TCEQ) for renewal of Air Quality Permit Number 40803, which would authorize continued operation of the Ray Olinger Plant located at 13835 County Road 489, Nevada, Collin County, Texas 75173-6033.
