The Collin County Adult Mental Health Court has been recognized for its excellence in specialty court operations, receiving the prestigious Judge Ruben G. Reyes Outstanding Specialty Court Team Award at the Texas Association of Specialty Courts (TASC) Conference. 

​The Collin County Adult Mental Health Court team uses a collaborative approach that includes judicial oversight, community partnerships, and individualized treatment plans.  As a result, the team has successfully transformed lives and strengthened public safety. The dedication to utilizing evidence-based strategies and individualized support has made a profound impact on participants, helping them regain stability and reintegrate successfully into society. Since its inception, the program has celebrated 27 graduates.

“This award is a testament to the incredible work and dedication of the Adult Mental Health Court team. We believe in breaking the cycle of incarceration by providing accountability with the necessary support that helps individuals overcome their mental health challenges. This recognition reflects our commitment to serving our community.” Judge Jennifer Edgeworth. 

The specialty court team includes Judge Jennifer Edgeworth and Judge Lance Baxter who preside over the program, program coordinator Nessa Reid, case manager Michelle Garcia, defense lawyer Rogan McDaniel, and prosecutor Kaylie Gillman.  The team also works with Collin County’s local mental health authority Life Path Systems, whose representatives Kanz Kayfan, Philana Ransom, and Amanda Valgren attend court meetings. Life Path actively support participants and provides counseling.  This award also recognizes the work of last year’s team members Donald Bell, Molly Craft, and Judge Kim Laseter.

About the Adult Mental Health Court

Funded by a generous grant from the Office of Texas Governor Greg Abbott, the Adult Mental Health Court is a pre-trial alternative program available to Collin County residents aged seventeen and older diagnosed with a mental health condition, including bipolar disorder, major depressive disorder, post-traumatic stress disorder (PTSD), schizoaffective disorder, or schizophrenia. 

Participants benefit from the court’s holistic approach, which includes personalized case management, comprehensive mental health services, and strong community connections. The program’s success is evident not only in the lives of its graduates but also in the positive ripple effects felt throughout the community.

 Through the dedication of collaborative members, including District Attorney Greg Willis, Sheriff Jim Skinner, the Director of Community Supervision and Corrections (CSCD) Leticia Gibbs, the Collin County Commissioners, and the criminal defense bar, the program continues to provide essential support and resources to those in need.
