Collin County District Judge Earns Prestigious Statewide Certification in Judicial Administration

Judge Tom Nowak of the 366th District Court has earned board certification in Judicial Administration through the Texas Board of Legal Specialization (TBLS), a significant achievement recognizing excellence in court leadership and public service. Judge Nowak is one of only 19 individuals in Texas to hold this certification and the only judge in the Dallas–Fort Worth region to earn this distinction.

Board certification in Judicial Administration is a rigorous, merit-based process that demonstrates mastery of the complex systems essential to the effective functioning of the judiciary. Judge Nowak’s certification reflects his ongoing commitment to ensuring that the Collin County courts operate efficiently, transparently, and in service to the public. 

To qualify for this certification, applicants must demonstrate extensive judicial experience, including presiding over a substantial number of jury and non-jury trials, as well as meet stringent requirements related to judicial leadership, continuing education, and peer review. This credential is earned—not honorary.

A Judiciary Distinguished by Expertise

In addition to Judge Nowak’s achievement, Collin County is home to a highly accomplished judiciary with a wide range of board-certified legal specializations. These voluntary certifications—earned through extensive experience, peer review, and examination—underscore the depth of legal knowledge and professionalism on the Collin County bench. According to the State Bar of Texas, fewer than 10 percent of all Texas attorneys hold board certification.
