Sheriff James Skinner Attends international public safety initiative in Berlin, Germany
Collin County, Texas - April 2026 - The Collin County Sheriff’s Office is proud to share that Sheriff Jim Skinner recently participated in an international public safety initiative in Berlin, Germany, and Poland, joining law enforcement leaders from across the globe.

While in Berlin, Sheriff Skinner took part in the signing of a memorandum of understanding at the historic Hotel Adlon Kempinski, near the Brandenburg Gate. The agreement brings together international law enforcement partners focused on strengthening cooperation, leadership, and efforts to address emerging threats, including extremism.

The initiative is part of the “Operationalizing Never Again” program, developed in coordination with leading academic and public safety institutions, including Rutgers University and the University of Virginia. The program is designed to apply lessons from history to modern policing, with an emphasis on safeguarding communities and upholding democratic values.

Following the Berlin meetings, the delegation traveled to Poland to participate in the March of the Living at Auschwitz-Birkenau. The event honors the memory of Holocaust victims and serves as a reminder of the consequences of hate and the importance of standing against violence and intolerance.

Through partnerships and collaborative programs such as this, law enforcement leaders are able to share knowledge, build relationships, and bring meaningful insight back to the communities they serve.

“It was an honor to represent sheriffs from across the United States in this series of critical public safety meetings with international law enforcement leaders,” said Sheriff Skinner. “The signing of this memorandum of understanding, along with participation in the ‘Operationalizing Never Again’ initiative, reflects a shared commitment to confronting extremism and strengthening democratic policing worldwide. Standing at Auschwitz is an awe-inspiring and humbling experience. It reinforces, in the most profound way, the responsibility we carry to protect our communities, uphold the rule of law, and ensure that the lessons of history are never forgotten.”

Sheriff Skinner currently serves in a leadership role with the National Sheriffs’ Association, where he works alongside colleagues nationwide on initiatives focused on public safety, leadership, and collaboration.
