Elections: CAD Board Election

Beginning in 2026, Texas law requires voters in counties with populations over 75,000—including Collin County—to elect three members of the Central Appraisal District (CAD) Board of Directors. The CAD Board helps oversee the operations and administration of the appraisal district, which is responsible for determining property values used by local taxing entities.

Key things voters should know

  • Three board positions will appear on the November 3, 2026 General Election ballot.
  • Candidates run countywide and are elected at-large by place.
  • These races are nonpartisan, meaning candidates do not run with a political party designation.
  • To be elected, a candidate must receive more than 50% of the vote. If no candidate receives a majority, a runoff election will be required.
  • Eligible voters throughout Collin County may vote in all three CAD Board races.

Directors on Ballot

The following Collin County Appraisal District Board of Directors will appear on the November 3, 2026 Joint General Election Ballot:
  • Place 1 - Randal Shinn
  • Place 2 - Sumbel Zeb
  • Place 3 - Andrew Cook

This new election requirement was created by the Texas Legislature through Senate Bill 2 (2023), and gives voters a direct role in selecting a portion of the leadership responsible for overseeing the county's appraisal district. The term for the positions listed above ends on December 31, 2026. This will be the first time these positions appear on the regular November General Election ballot following the initial transition period established by state law.
