Road and Bridge
Collin County requires a permit for all utilities* that are placed along or across Collin County roads.
The guidelines for installing utilities* along or across Collin County roads are contained in the County Right-of-Way manual. These guidelines change as federal, state and Collin County laws and requirements change, therefore, only guidelines obtained directly from Collin County at the time the permit is issued will be in effect.
To obtain a permit, complete the form using the Citizen Self Service portal. To access the portal, click the link labeled "Citizen Self Service" in the left margin of your screen.

Repairing and replacing our county road signs is a very important task! Signs get run over, blown down or, (quite often) stolen. The sign crew does a great job of maintaining county signs.


Someone has stolen the road sign...it has to be replaced. First, the road numbers are put on the signs which have been fabricated in the shop.


The signs are attached to the pole. Each sign cost the taxpayers $16, so someone had stolen $32 from the county!
If you notice a missing or damaged sign, contact us and our sign guys will correct the problem!
Our dirt/rock roads need to be constantly graded. This eliminates potholes, smooths out the road, and keeps them in good shape.

If you find a road that needs grading, please
contact us and we will take care of it!
Periodically, organizations may request the closure of a county road to facilitate a specific activity such as pipeline repair/installation or a bike race. In these instances, Collin County requires proper documentation to initiate the process. Organizations can download the Road Closure Form - PDF version and return it to Public Works per the instructions on the form. Road closure requests must be received at least 48 hours prior to the desired closure time, not counting weekends and holidays. In addition, requestors are required to provide:
- Contact Person and Phone Number
- County Road Closed
- Location From / To
- Closure Date From / To
- Detour Recommendations
Road Closure Forms will be documented at Public Works and distributed to the following entities in Collin County:
- US Postal Service
- School Districts
- Collin County Sheriff
- Collin County Fire Marshal and District Fire Captain
- Municipal Road and Street Departments
- EMS Personnel
Filling potholes is a constant task. In fact, we have crews whose only job is to find and patch potholes.

Once a pothole has been found...


It is typically filled with HMAC or Hot Mix Asphalt Concrete in warm, dry conditions. If the weather is cold or wet, a material called R3-UPM is used instead which is a special mixture of old asphalt, oil emulsions, and adhesives.

Finally, the material is compacted using a smooth wheel roller.
If you notice a large pothole, or a series of potholes on our county roads, contact us and we'll patch them!
Oiling of county roads - New oiling policy adopted by Commissioner's court effective Spring '05.
The County will oil a 500 foot portion of a county rock road for dust control where the resident has a chronic respiratory condition, substantiated by a MEDICAL DOCTOR and when the County's approved health form is submitted once each 36 months or 3 years.
The County will oil up to 500 feet in front of the applicant's residence. If the house is located at a road intersection the road will be oiled 500 feet in both directions from the intersection.
THIS FREE SERVICE WILL BE PERFORMED ONE TIME EACH YEAR and only between the warmer months of mid-March through early October. Routine road grading will NOT warrant additional applications of oil. All additional applications of oil whether health related or otherwise will be at the requestor's expense (see below).
Application for dust control oiling due to chronic respiratory condition is available by calling the Public Works department ((972) 548-3700) and requesting an application. Or you can download the application and mail the completed form to:

The completed application may also be faxed to the Public Works department at (972) 548-3754.
All other requests for road oiling in unincorporated areas of the County will be at the requestor's expense. Collin County shall be reimbursed for the cost of the materials, which is currently 78 cents ($0.78) per linear foot. The process will consist of three (3) 500 linear foot applications. Typically, two applications will be applied on one day with the remaining application a day or two thereafter. The typical three applications for 500 linear feet of oil costs $390.00 at current prices, which are subject to change.
Proper drainage is crucial to preventing floods and water damage along county roads. As drainage ditches accumulate runoff and silt, county crews are there to clean them.


When a ditch becomes obstructed with debris or vegetation, we scoop the material out...


...and then load it into a dump truck to be taken away.
We strive to keep all drain ditches clear of obstructions and other debris. If you see drainage problems, please contact us!
We constantly have to cut back the trees and other vegetation from our roads. This promotes good visibility and reduces the chance of accidents.


Special attachments are used to trim back trees and brush from the roads.


Sometimes we have to do it manually.


And sometimes...we have call out the heavy machinery!
No matter what it takes...we strive to keep the roads clear of trees and other vegetation that could adversely impact road safety. If you notice a stretch of road that needs some brush cutting, contact us and we'll get it done!

We are active participants in the Clean Cities Technical Coalition, helping to promote clean air in Collin County by using clean emission vehicles.

Although Public Works will deliver a final product that meets all County Road Standards, we are unable to warrant the work due to the many variables involved such as inclement weather and traffic. Also, we reserve the right to amend the project/maintenance fees and cost estimates as dictated by the scope of the request and prevailing market conditions.
