The Collin County Commissioners Court and the Collin County Toll Road Authority (CCTRA) are pleased to announce the completion of Segment 3C of the Collin County Outer Loop, which will officially open to the public on Friday, November 7, 2025.
Segment 3C extends the county’s long-term mobility vision by connecting the Dallas North Tollway to U.S. Highway 75, providing a critical east–west link designed to enhance regional connectivity, support economic development, and relieve congestion on other major corridors. The newly completed section represents another milestone in the county’s comprehensive transportation program.
“We’re tremendously excited to open this new segment of the Outer Loop,” said Collin County Judge Chris Hill. “This roadway will improve mobility and reduce travel times across the fast-growing northwest corridor of Collin County. I’m grateful for the hard work and dedication of everyone who helped make this project a reality.”
The Collin County Outer Loop is a planned 53-mile transportation facility that, once complete, will connect major highways including IH 35, US 377, the Dallas North Tollway extension, SH 289, US 75, SH 121, US 380, and IH 30. The facility is a key component of both the Collin County Mobility Plan and Mobility 2045: The Metropolitan Transportation Plan for North Central Texas, supporting long-term growth and improved regional mobility.
Segment 3C was developed under the direction of the CCTRA, with engineering support from Collin County’s Department of Engineering. The stretch of roadway has been constructed with future expansion in mind, including potential additional lanes.
