The Purchasing Agent is an appointed official
with a two-year term. The Purchasing Agent, in accordance with state
statutes, is appointed and reports to a five member Purchasing Board
consisting of three District Judges and two County Commissioners.
Effective Oct. 1, 2020, Michelle Charnoski holds the office as the
Purchasing Agent for Collin County. Ms. Charnoski has 22 years of
procurement experience and holds her certification as a NIGP-CPP
(NIGP Certified Procurement Professional) and CPPB (Certified Public
Purchasing Buyer).
The Purchasing Agent of Collin County directs a nineteen member centralized
county purchasing division and is charged with the responsibility for all
contracting and for the purchase of all supplies, materials, equipment for
county use. In addition, the Purchasing Agent maintains surplus property
and conducts public auctions for the disposition of county salvage and
surplus by order of the Commissioners Court.
