Commercial Applications/Certificate of Compliance

​​​The Fire Marshal's Office conducts in​​spections on commercial businesses as well as high hazard operations and fire detection and suppression systems in the unincorporated (rural) areas of Collin County, per International Fire Code 2021. Collin County has adopted the 2021 International Fire Code and local amendments, to review please click here, Collin County IFC 2021 Amendments​ . 

All required information and fees must be submitted with the application online through the Citizen Self-Service online portal​ to be considered complete. The following items are required:


Existing structure/building - no additional square footage

  • ETJ Platting Verification Form (if changing occupancy type) - https://apps.collincountytx.gov/Forms/ETJurisdiction-Prod
  • Lease agreement or warranty weed​
  • Building Plan showing dimensions and all spaces, walls and doors (in PDF form)
  • Building Complies with the 2021 International Fire and Building Codes​
  • Site Plan with drawing of building (in PDF form)
  • Certificate of Compliance fee of $100

New structure/building or existing structure with additional square footage

  • ETJ Platting Verification Form - https://apps.collincountytx.gov/Forms/ETJurisdiction-Prod
  • Lease agreement or warranty deed
  • Building Plan showing dimensions and all spaces, walls and doors (in PDF form)
  • Building Plan and Site Plan fees are based on fee schedule adopted by Collin County -
    • New construction has a $0.20 per square foot fee​
  • Building Complies with the 2021 International Fire and Building Codes
  • Site Plan (in PDF form)
  • Certificate of Compliance fee of $100​ per building in new construction 

Individual permits 

  • Fire Suppression and Fire Alarm - fee based on number of heads/devices
  • Underground fire main - application fee $100
  • Standpipe system - application fee $50 per standpipe
  • Commercial hood system - application fee $75
  • Temporary Membrane Structures, Tents, Canopies - application fee $100 ​
  • Security/Privacy gate - application fee $100
  • Private Fire Hydrant - application fee $50
  • Aboveground / Underground storage tanks - application fee $100 
     * All individual permits applied for will require - 1 set of plans (in PDF form), along with specifications and data submittal at time of application 

Fireworks permits 

  Fireworks Indoor/Outdoor Stand: 
  • Insurance policy 
  • Texas State Retail Permit 
  • Site Map and building plan for Fireworks Stand 
  • Lease agreement or warranty deed​
  • Application fee per outdoor stand, per sale session $100
  • Application fee per indoor stand, paid annually $200 
  Fireworks Display: 
  • Insurance policy
  • Texas State Retail Permit (if applicable)
  • ​Site Map to indicate the location of: structures, public parking, location of display and fallout 
  • List of inventory being shot off
