The Support Services Bureau provides administrative, operational, and technical support functions that keep the Sheriff’s Office running efficiently. This bureau oversees internal accountability, training, records management, communications, equipment, courthouse security, and financial operations.
The bureau is comprised of four primary divisions: Professional Standards, Support Services, Courthouse Operations, and Budget & Finance.
Professional Standards Division
The Professional Standards Division ensures the integrity, readiness, and professionalism of Sheriff’s Office personnel. This division manages employee onboarding, background investigations, internal affairs, training, payroll, and quartermaster services. It is dedicated to maintaining the highest standards of accountability, performance, and preparedness across all divisions.

- Investigates alleged employee misconduct and citizen complaints in accordance with Sheriff’s Office policy, Texas law, and professional standards. Findings and outcomes are reviewed to ensure transparency and organizational accountability.

- Training Section
- Develops, coordinates, and delivers comprehensive training programs to ensure all personnel meet or exceed state certification and continuing education requirements. Training includes firearms, defensive tactics, emergency response, and leadership development.
- Onboarding and Backgrounds Section
- Manages applicant screening, interviews, and in-depth background investigations to ensure only the most qualified candidates are approved for employment. This section also conducts re-investigations and fitness-for-duty reviews when required.
- Payroll and Quartermaster
- Oversees employee payroll functions, uniform and equipment issuance, and inventory management. The Quartermaster ensures all personnel are properly equipped for duty and maintains accountability for issued property.
Support Services Division
The Support Services Division manages multiple sections that provide essential services to both the Sheriff’s Office and the citizens of Collin County. This division oversees the daily operations that keep the agency running efficiently, including communications, records management, warrant processing, inmate transports, civil process, mental health response, and equipment maintenance.

- Communications (Dispatch)
- The Communications Section operates the regional 9-1-1 Public Safety Answering Point (PSAP) for Collin County. The Sheriff’s Dispatch Center is staffed 24 hours a day, seven days a week, 365 days a year. Professional dispatchers are trained to handle both life-threatening emergencies and non-emergency calls for service.
- In addition to dispatching for the Sheriff’s Office, the center provides regional communications services for several municipal police, fire, and EMS agencies throughout Collin County. Dispatchers also process calls related to animal control, courthouse operations, and other county agencies.
- The Communications Section ensures seamless coordination across jurisdictions and serves as the critical link between the public and first responders, helping to protect lives and property throughout the region.
- Records and Warrants
- The Records Section handles the processing, maintenance, and secure storage of all Sheriff’s Office records, including offense, arrest, jail, and investigative reports. Staff also process and confirm arrest warrants received from the courts and prepare crime reports for submission to the State of Texas and the FBI.
- The section is also responsible for processing and responding to Open Records Requests (Public Information Act Requests) in accordance with Texas law.
- This section ensures the accuracy and accessibility of official law enforcement records while maintaining compliance with state and federal reporting standards.
- Transports Section
- The Transports Section is responsible for the secure transfer of inmates between detention facilities and for managing extraditions from other jurisdictions. Deputies assigned to this section coordinate with local, state, and federal agencies to ensure the safe and lawful transport of individuals in custody across county and state lines.
- Civil Process Section
- Serves civil court documents and executes court orders as directed by law, including subpoenas, writs, restraining orders, evictions, and property seizures. Deputies ensure that all civil processes are carried out professionally and within statutory deadlines.
- Mental Health Section
- The Mental Health Section is a specialized team trained to respond to individuals experiencing mental health crises. Each deputy is a licensed peace officer and certified Mental Health Peace Officer. Deputies handle emergency mental health commitments, transport individuals for court-ordered evaluations or treatment, and serve court orders related to mental health cases.
- The unit works closely with local mental health departments, hospitals, and law enforcement agencies to divert individuals from the criminal justice system and connect them to appropriate care and support services.
- Equipment Services
- Manages the maintenance, repair, and readiness of the Sheriff’s Office fleet and equipment. Staff ensure vehicles and operational tools are serviceable, safe, and properly distributed across divisions.
- Cyber Crimes Unit
- Investigators in the Cyber Crimes Unit specialize in offenses involving online impersonation, scams, and digital fraud. They investigate cases where technology or electronic communication is used to commit theft, deception, or identity-related crimes. The unit collaborates with other law enforcement agencies and industry partners to identify offenders, recover losses, and prevent future victimization.
Courthouse Operations Division
The Courthouse Operations Division is responsible for maintaining the safety and security of the Collin County Courthouse complex. Deputies assigned to this division are stationed at courthouse entrances and throughout the facility to provide security for staff, visitors, and county officials. They ensure an orderly and secure environment during judicial proceedings and coordinate with judges on security-related matters as needed.
- Courthouse Section
- Deputies assigned to the Courthouse Section provide security at building entrances and in public areas of the facility. They assist staff and visitors, respond to emergencies, and coordinate with the judiciary and other agencies during high-profile or large-scale court operations.
- Transfer and Court Holding Section
- Staffed by Detention Officers, this section manages the movement and supervision of inmates housed in courthouse holding areas and during daily transfers to and from the courthouse. Officers work closely with Detention and Transport personnel to ensure all movements are conducted safely and securely.
- Screening Section
- The Screening Section is staffed by Sheriff’s Office Security Officers who conduct screening for all individuals entering the courthouse. They operate metal detectors, monitor X-ray equipment, and enforce prohibited items policies to maintain a safe environment for everyone inside the facility.
The Courthouse Operations Division also oversees building access control, monitors daily courthouse activity, and provides assistance during emergencies.

Budget and Finance
The Budget and Finance Section manages the fiscal operations of the Sheriff’s Office and ensures responsible use of public funds. Staff oversee budget planning, purchasing, and financial reporting to maintain compliance with county and state requirements.
A Budget Technician assists with day-to-day budget monitoring, expenditure tracking, and documentation, working closely with command staff and county departments to support fiscal accountability across all divisions.
Public Affairs and Public Information
The Public Affairs and Public Information Section manages internal and external communications for the Sheriff’s Office, serving as the liaison between the agency, the media, and the community.
